Certain facilities are required to develop a SPCC Plan that describes equipment, workforce, procedures, and training to prevent, control, and provide adequate countermeasures to a discharge of oil. It's all about safety for those with aboveground storage tanks (ASTs).

The SPCC rule is implemented by the EPA. The rule applies to owners or operators of non-transportation-related facilities that drill, produce, store, process, refine, transfer, distribute, use, or consume oil or oil products, and could reasonably be expected to discharge oil to U.S. navigable waters or adjoining shorelines. Also, facilities are subject to the rule if they have an above ground oil storage capacity greater than 1,320 gallons OR completely buried oil storage capacity greater than 42,000 gallons.
