SPCC Plan for Aboveground Storage Tanks (ASTs)

Certain facilities are required to develop a SPCC Plan that describes equipment, workforce, procedures, and training to prevent, control, and provide adequate countermeasures to a discharge of oil. It's all about safety for those with aboveground storage tanks (ASTs).

Plans must be site-specific and include:

• Containment and procedures to PREVENT oil discharge.
• CONTROL measures to keep an oil discharge from entering navigable waters.
• COUNTERMEASURES to contain, clean up, and mitigate any oil discharge the effects navigable waters.

EPA's SPCC Rule

The SPCC rule is implemented by the EPA. The rule applies to owners or operators of non-transportation-related facilities that drill, produce, store, process, refine, transfer, distribute, use, or consume oil or oil products, and could reasonably be expected to discharge oil to U.S. navigable waters or adjoining shorelines. Also, facilities are subject to the rule if they have an above ground oil storage capacity greater than 1,320 gallons OR completely buried oil storage capacity greater than 42,000 gallons.
